values that have been filled in, not the number of 32-bit integers that
fit in a struct fid.

Sure, 11453 is a different way of doing the same thing as 9977.
Which is fine, but 9977 depended on 9985 so that making the buffers
bigger wouldn't result in exploding stack sizes.
